Managing unhappiness late in the game?

If you're at the happy cap *before* the health cap in late-game, either you built no production multipliers, have no oil or coal, no power, or some other major industrial factor is amiss. Or you've been at war so long and LOSING most of your battles that war weariness is overwhelming you. If it's ww, go to police state, ftw.
