It's not that simple.
You would need to chage the way the effect is applied.
This has been tried multiple times before and is no easy task (as no one has done it yet).
There have been several ways sugjested the most comon being to have the project gift the player a non reserchable tech that enables nukes.
Hovever, I just came up to an idea. Have the MP give the player a unique resource that enables nukes. (only 1 to prevent trading).
