The MP should not enable construction of nukes. It should create a Prototype Nuke civilian unit. When it is in your own territory, and not next to a rival's borders, it has a Test Fire option. This detonates a nuclear weapon on the tile and enables construction of nukes.
You want to create WMDs? Wheel one out to Nevada or Severny or Algiers and watch what happens when it goes off.
Get Ecology, and you get an additional option, titled Underground Test Fire, that places fallout on a single tile and enables construction of nukes.
