Map doesn't load properly in DX9

Ok so i've been playing civ 5 since yesterday on dx 10/11. everything there works fine. so since everything was taking longer as the turns went by i decided to try playing in dx9 instead. when the map loads and i try to look around the map only loads where the map was during the save. i try looking around the map and it's just black. i give it time to load and still stays black. some help would be nice. here are my specs. i'm using a laptop BTW, which is an Acer Aspire 6920g specs are:

Core 2 Duo T5550 @ 1.83 GHZ
Windows 7 Ultimate 32 bit
3 GB DDR2 5300
320 GB HDD (partition where civ 5 is only has 14% free space left)
Geforce 9500M GS


also note i have order a 2GB ram stick from amazon it will be here next week so i will then have 4 GB of Ram and will also upgrade to 64 bit Windows 7 aswell. i have all video settings set to minimum where possible and the rest set to low. my resolution is a 1366x768 @ 23hz. should i change the resolution and if i do to which resolution and hz? also should i stay with dx11 or go to dx9. i tried going to dx9 for more FPS but it looks like it will just make it worse for me going to dx9.
 
I don't know if it's with all maps as i just tried with my current game and save. it costs $200 to get an ATI HD 4670 for my laptop this is the max video card my laptop can take. problem is i don't have the money for it right now. :( besides for $200 i might aswell build a desktop and spend $200 for a much better video card.
 
Just try a new game with dx9. at 4,000 bc i move the settler and warrior and i can see the area that was covered under the fog of war (in this case pitch black). just to clear any possible confusion, when i loaded the save earlier mentioned the area was already uncovered earlier so the fog of war was suppose to be gone. however it was pitch black even though i had already explored all that area.
