Map Screen/ Info Box?

what do the 3 numbers in parenthesis to the right of government type in the info box on the map screen mean? thought i saw something in a manual about this, but can't find it now.

First is money, second is science, third is luxury. These numbers are multiplied by ten to represent percentage of all uncorrupted income directed towards these three vital areas.
