Actually, if you look at the Senate website, you'll find he didn't vote in line with the party at least 41% of the time.

It means the question was rhetorical. Assuming that Rubio isn't a complete simpleton (which I suppose he may be, he seemed pretty damn stupid in the Republican primary elections) he is perfectly aware that his party is primarily responsible for the partisan status quo, and this makes his speech a bunch of feces-eating hypocrisy.
