It means the question was rhetorical. Assuming that Rubio isn't a complete simpleton (which I suppose he may be, he seemed pretty damn stupid in the Republican primary elections) he is perfectly aware that his party is primarily responsible for the partisan status quo, and this makes his speech a bunch of feces-eating hypocrisy.

And that's why he accuses others. You've never lived under a caudillo/strongman regime before, now you're being treated to the dubious honour of suffering through one in your home country. :/
