Massive unhappiness from Religious Unrest

Currently playing on version 3.04 (I know a bit behind). I have 70 unhappiness from Religious Unrest. Even in my Capital which has 21/23 following my religion, I get 7 unhappiness. Per the wiki, it's 1 unhappiness per 2 citizens not following your religion. Has anyone else seen anything like this or have any idea what could be causing it? I do have quite a few modmods so it's very possible that's a factor. Is there a way to look through any logs to help determine what's going on?

It's a bug with the Enlightenment Era modmod which has since been fixed.
