Max number of religions per city broken?

have played around 10~12 games, have tried so many times to get a city to have the 5th reliigion (whose holy city belongs to me also) but the missionaries always fails. religion civic is at pacifism, anyone can confirm this bug? or is it juz me..

The cities can theoretically have all 7 religions AFAIK but each religion is harder to spread there than the last, either with missionaries or naturally along trade routes.

I'm having the same problem pushing the last religion into my capital.
