1. It doesn't expire like the Pyramids and GL.
2. Production is power! (To quote the coal plant bonus event)
3. The only viable coastal city is New Orleans and another one in your territory (Chichen Itza or Olximche) but why build 2 cities in crappy Mayan lands?
4. And you're right: you should colonize Chicago, Denver and Fort Albany rather than trying to build coastal cities.
The only problem is that it spawns great priests which are useless early on for the Mayans (would much rather have GE or GM). I settle them in my capital for cash or bulb things like printing press.
