Meaning of <WorkAgainst/WithWillingness>?

Does anyone have an idea of what <WorkAgainstWillingness> and <WorkWithWillingness> actually means?

My thoughts are:

WorkAgainstWillingness = its willingness to enter into pacts of secrecy and what not against another civ.

WorkWithWillingness = its willingness to enter into pacts of cooperation with another civ.

Does anyone else have a different idea as to what they might mean?

Yeah true.. cant wait to get my hands on the C++ source code to find out.

But the higher the number the more inclination that leader would be agreeable to it is my thinking. Weirdly, the number goes no lower than 2 and no higher than 8. Gandhi for instance has an 8 for WorkWithWillingness but I was suprised that he also had a high WorkAgainstWillingness too. He does have a high WarmongerHate so I'm thinking that, combined with the WorkAgainstWillingness, would make Gandhi much more inclinded to form secret alliances against the warmongers (which I guess makes sense).

yea, your diagnosis sounds spot on. Probably staying within a 1-10 range would be best, but you could probably go further.
