Hi!
I'm working on a Civ2 Scenario and I now came to the point where I have to find specific sounds for it. I have the video (Robotech) where I plan to cut things from but I have no idea how to do it. What software can help me do this? Perferably a free one.

Also I have a 1:31h recording from my friend that I wanted to save on a disk. The trouble is that it is way over 700 MBs and doesn't fit. Is there a way to compress it (so that one can still listen to it) OR split it and save on 2 CDs?

Cheap and cheerful: Windows Recorder will chop (any) sound and save as a WAV.
 
What about cutting sounds from a video?
 
I think it just records whatever sound the computer makes, so you can play the video (with any filters) and start/stop recording whenever you like.

It is not a professional tool though, it does not have much in the way of editing features :(

Your sound card may have come with similar free tools.
 
Try Audacity. Here's a list over its feautures (taken from the link):

And best of all it's Open Source, meaning it's free!
