How do we want to choose civs / leaders? My personal preference and suggestion (but not Team Beta's official choice) is for ranked lists, meaning each team provides a list of its first 5 choices. Start at top choice, if any teams are the only one to pick a given leader 1st they get their choice. Any tied ones go into a random drawing for who gets the 1st choice. Those not picked then get their 2nd pick unless already taken, etc.

What DaveShack suggested was used in the Civ III MTDG, and Ginger and I planned to do it this way here too.

A team can very well select random, but I'm sure most teams want some say of who they'll be playing for the rest of the game. Forcing randomization wouldn't be a good option, in my opinion.

Yep, DS, that's how we plan on doing it...you guys can have some things in mind, but we won't need an official submission for a bit; we thought until after the map has been decided would be good (it might affect your civilization choice).

i say random

Well i like Dave's idea and thats the way 'alpha' has been acting upon to do with choosing our civ.

Let us choose! We want civs unique to our teams play style! Forcing random could give some teams unfair advantages by giving them teams that match themselves while others getting completely incompatable traits!

team Piffle has a preliminary list, but are waiting on how these things are going to be handled.

Considering that for some civs, there are two leaders, I think that each team should only be allowed to pick one of those leaders from that civ rather than being able to choose from two. That way we will not have any clashes with leader/civ choice, and that each team must force between which leader they prefer if they like one civ better than others.
