Name and a bio (a good bio gives me things to write missions for). Give me one power. This can range from being exceptional with revolvers to flight. As you level up, you can gain more powers/skills. Of course, I'll step in for clarification or balancing sake. As you level up, your rolls also get better so there's that.

Next, join either the LEAGUE or LEGION. League are the good guys. Legion are the bad guys.

Bases and Safehouses

League and Legion have safehouses all over Metropolis. They also have a base. Safehouses are homes, apartments, warehouses, etc, where heroes or villains and go and lay low for a while. The Base is where Heroes or Legionnaires can go to stock up on weapons, get treated, etc.

League Rules

1.) You're to obey laws when you can.
2.) You can not kill unless you had no choice (they were going to kill someone immediately if you didn't kill them first).

Earning Bonus

Arresting/knocking out/disabling common criminals and bringing back super villains to the League's Maximum Security section of their base will earn you favorability within the League and hence leveling up faster. Straight out killing criminals, committing crimes, and other things can lead to sanctions in the form of denial of level up to having a warrant for your arrest placed.

Legion Rules

Legion really does not care as long as you obey orders. Killing Legion members is definitely a no-no while bringing in money/prestige/influence to the Legion is a yes-yes. However, the Legion's power structure can lead to feuds between members and running afoul an influential player or NPC can lead to your name being put on a proscription list.
 
Name: Captain Samuel MacMillan
Team: Legion
Bio: Born in the United Kingdom, MacMillan's father taught him how to shoot at a young age with a .22 rifle, and immediately picked up the skill. As soon as he was eligible, MacMillan signed up for being a sniper in the SAS, where his kill count was unprecedented. However, a misinterpretation and accidental friendly fire got him dishonorably discharged. MacMillan, seeing this as an insult directly at him, sold his skill sin the British underground, where he became an infamous assassin known as "The Captain." No matter the odds, he would accept the challenge of the kill, and enjoy every last second of it, seeing it as getting back at the government that shunned him.
Eventually, the SAS caught on to him, so he had to stop his assassination in England, instead moving to Metropolis to sell his skills. The Legion eventually contacted him, and he has been working for them as a deadly assassin ever since.

-Sensory manipulation The Mirage has the ability to manipulate the senses of other people, thus changing how they perceive the world. He can also simply overload these senses, causing pain and disorientation. However, the more people targeted and the more senses manipulated at one time, the more difficult it will become to maintain the "illusion". In addition, The Mirage requires concentration to sustain complex "illusions".
-Electrical manipulation The source of The Mirage's powers turns out to be an underlying ability; the ability to manipulate electricity. Once The Mirage realizes this, he will be able to use it for offensive purposes. However, at this time, anything above the manipulation of 50 watts will be raw and barely controllable, and will require much more effort. Expect collateral damage.

Through training, The Mirage has gained some control over his new power. He is now able to safely cause a single bolt to emanate from his hand, with enough voltage to stun or knockout an enemy combatant. Controlling any voltage higher than that will have the same effects as before (raw and uncontrollable).

Biography: Fredrick Powell always looked up to his father, Alexander. A Metropolis police officer and single father, Alex was greater than any superhero to young Fredrick. His father greatly influenced his ideas of honor, virtue, and above all else, justice. Therefore, when his powers began to manifest themselves during puberty, his father was able to keep him out of trouble.

That all changed on one Thursday night. When Fredrick was 17, his father was ambushed by a street gang while on patrol. While Alex survived the ordeal, his suffered damage to his lower spine, paralyzing him from the waste down. Richard Hillsdale, Alex's partner and Fredrick's godfather, was not so lucky. People who saw Fredrick at Richard's funeral noted that something was terribly off about him.

What happened next is up to speculation. The four suspects who had gotten away suddenly began to turn themselves in. What was particularly perplexing was that each suspects claimed to have been haunted by the ghost of Officer Richard Hillsdale. One of them even went insane and had to be institutionalized. What's more, several accounts of the reported "hauntings" included a mysterious figure, lurking close by.

In the years that followed, several other mysterious incidents began to occur. These incidents varied widely, with almost nothing between them being related, save two things; the victims were all criminals, and a plain business card with the words "Beware The Mirage" printed on it was found at every scene. However, as all sightings of "The Mirage" have conflicted in their tales, the police have had no leads on this mysterious vigilante.

I guess I can make it so the "suit" is the major power with the gadgets and whatnot being subsidiary powers. You can have inventories AND a power as long as your inventory isn't insane like having Majestic AP Rifles.

Bio:

Once, Reva was happy. She was the daughter of a policeman and a DA, both involved in cleaning up the city of crime. The Yule Murders were the only case that eluded them, but when Cassandra Yule disappeared it essentially became a moot issue.

But then her father died when some maniac tried to steal a Christmas present from the city, and her mother was killed by a mob under "Haulsee." Reva was distraught, and wound up sent away to her Uncle Joe. Uncle Joe was a master archer, and he taught Reva how to shoot, and how to use unconventional arrows.

Reva returned to Metropolis, swearing that she would never let another child feel her pain, and took up the identity of The Mockingbird, an ally of the League and defender of the weak. Her archery skills and the martial arts lessons her father had given her would be her weapons - she would save the city or die trying.

The demon who lives in him, Mary, has access to the much greater powers, but she rarely controls him unless he is in danger.

Description: 6'2, Black Hair, Almost-Black Brown Eyes, Wears a Brown Trenchcoat and Fedora, as well as large sunglasses. And Stubble.
Bio: Bio: Nobody knows exactly when 'Signan' was born, or who his parents were. He was first encountered by a man walking down a back alleyway, who saw a blurred bundle in a corner. Rubbing his eyes, he realised it was a small child wrapped in a dirty brown blanket. The child ultimately ended up in an orphanage, where he consistently complained of 'strange feelings', 'fuzziness', and 'weird headaches' throughout his childhood. Growing up, he learned these were not normal experiances, particularly when people didn't notice him during these occurances. Sometime in his mid-teens, he began to understand that these feelings connected with his irregularities in visibility, and within a few years he had worked out precisely which feeling it was that affected this. Whilst the others remained unknown, he began to learn to control his lapses in visibility, and has since mastered the art of dissapearance. Armed with this skill, he set out into the world, and ultimately was drawn into 'The League', an organisation that accepted his ability, and allowed him to put it too good use. Upon joining the League, he decided the name Signan Origanam was too unusual for remaining undetected, and so instead changed his name to David Robert Watson, having been a great fan of the Sherlock Holmes books and liking the pun of the initials. He does, however, still prefer the name Signan, and uses it in most situations.

BACKGROUND: Lord Crumpet the younger is the newest member of the ancient Crumpet Family. The family can trace its root back to the celts who inhabitted britain before the Romans came. The Crumpet family is known to be highly eccentric, and the latest Lord does not disappoint. Lord Crumpet follows ancient family tradions to the letter, and as such joined the British Marines. This was also a role he followed in a pre-determined way, doing his best to remain both an officer and a gentleman and a classic Brit. Crumpet hoped to follow in the footsteps of his revered ancestor Lord Crumpet the 1697th, who had been made a Brigadier fighting against rebelling American Nationalists. Lord Crumpet quickly rose to prominence, and was ultimately recruited into the 22nd SAS Regiment, where he participated outstandingly in several missions. However, one black ops later he had resigned, and was in deep depression. His Ideals shattered, Lord Crumpet found himself too ashamed to return to his beloved Country, and has instead wound up in Metropolis, seeking a route to redemption.

He didn't find it. Although initially working with a number of others in the FBB, Crumpets mood became increasingly black, and his tactics increasingly questionable. Even his motivations became clouded, and when the group finally broke apart he found himself once more caught in a pit of self loathing. But that hatred moved something inside him, seeping through the door in his soul that contact with the demonic 'Mary' had begun to loosen. It grew formlessly around his mind, dragging him down until his rage began to boil over into the real world. A black shroud formed around his body as the urge to lash out grew stronger. The realisation of what was happening to him forced it down for a while, but as he grew to understand it, Crumpet gained control of the Dark Energy his mind was forming. Realising he had gone beyond hope of redemption, Crumpet decided he would no longer even try. Corrupted by his new feelings, he returned to Metropolis from his seclusion, and rejoined two of his old colleages, Stopwatch and Tim/Mary, in an organisation known as 'the Legion'.

Bio: Born in the year 496 AD in the Ostrogothic Kingdom, Hathus had a relatively uneventful childhood. After he turned 15, he got married to his childhood love and had four children. For many years, the family was happy and unremarkable. After thirty years of marriage, however, something was very apparently wrong. While most people were nearing death, Hathus appeared as if he hadn't aged for decades. He still looked as if he was in his twenties. A few years later, his wife died, and his children began to grow old, yet he still looked and felt very young. In the year 550, he was driven out of Italy by angry townsmen accusing him of witchcraft, and became a vagabond.
By this point in his life, he knew that he wasn't aging, but he didn't understand why. Once, while in Spain, Hathus stole food from a Visigothic noble. However, he was caught, and the bowmen of the palace were ordered to kill him. A barrage of arrow came at him, and, in a reflexive act of defense, he threw his hands in front of his body. The arrows froze, hovering in midair. The bowmen dropped their bows in shock, and Hathus escaped.
Later, as he lived through many different periods of history, Hathus began to refine his skills. He mainly practiced slowing and stopping time only to steal food, and didn't excessively use his powers. Once, during the Spanish Inquisition, a person saw him slowing time, accused him of witchcraft, and demanded his name. Thinking quickly, he called himself "Reloj Roto," not wanting to give away his real name. The translation is "Broken Clock." To be sure that he wouldn't be tried for witchcraft, he fled to England, and adopted the name "Stopwatch."
During the 1700s, Stopwatch quickly mastered the English language. After America gained independence from England, he decided to emigrate to America, and found that he adored the country. He settled in Metropolis, then a port city based on exporting lumber. He watched the city grow and mature, and lamented the increased crime in the city. He began to consider using his powers to stop crime, and eventually linked up with the "FBB" a bounty hunting group of sorts. There, he met Cassandra Yule and her adopted son Tim. They fell in love, and Cassandra soon revealed that she was pregnant.
Everything seemed well for Stopwatch until Cassandra went into labor. The strain of childbirth proved too hard for her, and she passed away in labor before the child was born. Crushed, Stopwatch left his stepson Tim and, finding no outlet for his grief, became associated with Legion, using the pain of losing his true love as fuel for his rage.

Name: Suzume (Nor surname)
Age: Literally two, but has the appearance of someone in their late twenties to early thirties
Gender: Female
Faction: Legion
Power: Suzume can willingly transform between the form of a human and of a Japanese giant hornet. The hornet is regular sized at 4 cm, and can do all things you expect a hornet can do. Also, even as a hornet, Suzume ages as if she was a human, and thus gets to live, in her mind, forever. However, due to her insectoid background, she is extremely susceptible to insecticide, even as a human. Also, she does register as a member of any hive to other hornets, and thus is hated and attacked by her kin.
Lervel 1 Upgrade: Venom is more lethal towards humans

Biography: Two years ago, in a multi-purpose laboratory located in Metropolis, a social experiment of eusocial insects such as bees and hornets was being run. Specifically, a hive of European and Japanese hornets were inside a small room with very limited food supply; just one small hive of bees. The two hives, seeing the competition, quickly started attacking each other for food and territory. However, one Japanese hornet, instead of fighting, decided to scout outside the room to see if there was any food outside. None of the people noticed her escape.

This worker started flying into room after room, desperate to find some sort of food supply to report back. In her adventures, she stumbled into a room where a bunch of men were trying to create the world's first artificial human. A human-sized machine filled with information of the human genome was located in the center, and the scientists were busy writing down notes to notice that a small hornet flew into the room. Thinking that there could be a hive inside this strange thing, the worker diligently flew into it.

Unknown to the scientists, they left the machine on in a standby mode, and it picked up the movements of the little hornet. To their dismay, it started firing up, and it shot a lightning bolt at the hornet, which was still inside the machine. After thirty seconds or so of smoke, the hornet had completely disappeared, and in its place was a hunched-up woman.

The scientists, of course, were confused, so they tried approaching the lady. However, she seemingly vanished in front of their eyes, and the hornet was back. The insect quickly jolted off into flight outside of the room, and went back towards her hive. When she returned to the room, her hive was victorious in some sort of final battle, and was munching on the remains of bees. She approached her hive, but to the worker's astonishment, they didn't recognize her at all and tried attacking her. The distraught hornet again quickly fled, and the scientists of the artificial human maker started wildly dashing at her, with the intent of capturing her. In fear, the lone worker wished she was big enough to deal with these lowly humans.

Just then, however, she transformed back into the woman form. The scientists were marveled at the shapeshifting, so they quickly tackled the distraught hornet/lady. They brought her into some sort of makeshift cell covered in a net so she couldn't escape if it turned back to a hornet. However, she did not seem to switch her form again for, to them, unknown reasons. After a day of silence, a new team was made to study the strange creature that was created. They called her "Suzume", a Japanese name that means Sparrow, after how the giant hornet is called the Sparrow Bee in its native language. They taught Suzume English over the year, and were eventually communicating with her. They were also astonished that a hornet, which has a lifespan in months, was able to live for so long, especially by itself. However, Suzume carried a deep hatred of her captors for making her an unholy abomination of nature.

One day, she had enough. One of the scientists brought her out of her cell for some sort of test. However, as soon as she was out, she punched him square in the face. However, Suzume didn't exactly know how to kill someone as a human, and wished things were simpler back when she was a hornet and just stung things to death. However, to her astonishment, that became exactly so. Without stopping to think how it works, Suzume flew over to the knocked out figure and stung the guy four times*, until she thought the venom was enough to kill him. She then flew off into her freedom.

However, it finally dawned to Suzume after her escape that she can transform simply by thinking it. To test it, she simply thought of being a human, and then she became one. She was ecstatic over this revelation, but had no idea what to do. Her own hive rejected her, and she had no idea how these mammals lived. She eventually came to the conclusion that she will have to just find out how to live as a human, and set out to make a career of herself.

Around six months later, she had a stable job at some fast food joint and a room in an apartment, and was adapting extremely well into life as different species. However, she started getting extremely sick at this time, and didn't exactly know why. Meanwhile, she noticed her usual prey when she decides to eat as a hornet was dissapating quite rapidly. Suzume investigated into this, and found out that her landlord started spraying the building with an insecticide. Upon researching this term, Suzume found out that people used this to wipe out entire hives of hornets at once, without considering in any way wrong. She was horrified by this, and quickly stormed out of the building for her safety.

She vowed that she will stop the slaughter of her race, and thus joined a group of humans called "Legion", who pledged a new world order. Hoping this new order included "No slaughter of us", she participated in their nefarious deeds. Suzume's bosses, cynical at her power at first, later started to enjoy her unwavering loyalty to her superiors. To her, accepting your place as a grunt in a hive is just natural instinct, but to the bosses, the lack of any intent of betrayal made Suzume very valuable.

*Hornets have barbless stingers and thus can sting mammals such as humans multiple times without the stinger falling off and killing itself in return.

Name: James Loden

Power: He can create forcefields around him and people nearby.

Biography:
Born in Metropolis to the wealthy businessman John Dewer and Susan Loden. His father is connected to the Legion. Rumours say that Dewer owes his great wealth to these connections, and even that he could be one of Legion’s chief officers.
He attended the best schools and centres and he appeared to be a remarkable student, with a great interest in learning foreign languages and applied sciences. He went to Harvard, and soon cut ties with his father, changing his last name to his mother’s. After getting a degree in material engineering he stayed around, working and studying on his own, before finally returning to Metropolis. He tried to avoid contact with his parents, but when his mother fell to an unknown disease, he took care of her before she died. Before trespassing, and when still in use of her mental faculties, Susan Dewer divorced from his husband, getting a good portion of Dewer’s fortune, which James would inherit.
In the terminal phase of the illness, James devoted his time to find out what was the disease. People connected to Legion, such as former members who collaborated with justice, as well as some prominent public figures, started to show the same symptoms or had died after showing them.
He swore to take revenge on Legion for what had been done to his mother. He broke into his father’s apartment to kill him, but was stopped by security guards, who responded with lethal fire. That’s when his ability first showed up. The same day, Susan Loden died, and James inherited her fortune and possessions.

His allegiance to the League is a mere need to more effectively gain strength to take revenge on his father and the people on Legion leading the creation and spread of the disease.
