Once you've built the Military Academy, you just build an Army. They cost 400 Shields.

Yes it improves both. There is an article around here somewhere explaining it. An army also increases the attack ability of the unit attacking. So a Cav army attacks at about 8 I believe, before the military academy, and after around 10, IIRC.
They are more likely to retreat than regular armies I believe. What a shame that you can't get an Elite ArmyAnyway, the reason I wasn't sure if it affected armies you get prior to the MA is that those Armies are Regulars, whereas I always have a Barracks in my Academy city, which has always made me wonder if there was any difference between a Regular Army and a Veteran Army.

Even without forgetting it, that's where I usually put it. Armies are expensive to build so it takes a strong city with little corruption. Another possibility would be to rename the city so it jogs your memory (Virginia Military Institute, maybe?). In the Napoleon Scenario I usually have one city building nothing else but armies with some cash rushing involved.
