Military base

This maybe a crazy idea but I was thinking of a new worker improvement of a military base. This will allow an increase in defence, unit production and espionage. the improvement will work best in hills, desert, snow and forest.

+1 hammer on units
+2 defence to city
addition +1 defence and +2 attack on that tile
+1 espionage to city

I think it gives the city a further option of what type of city it is and parts of the empire characteristics. I think it would be more of an industrial era improvements.

Just an idea.
 
Some of these bonuses would be hard to implement, and unbalanced between ages: +1 defense as a fixed bonus... I'm not even sure it's possible. And it's a lot more valuable in the gunpowder era than in the modern era.
 
I can imagine something like that as an upgrade to forts. Most of those suggestions are not possible within the standard array of options available to improvements, but they could potentially be coded in Python. There are always AI difficulties associated with that, though if we build these from forts it may be possible to overcome them. I'll make a note to see what's possible when I have some time.
