Military Units Build Bug (latest patch)

I have a city/administrative centre with a 4-unit stack (lots of raids happening so necessary) and 2 separate Garrisons in the same city, both empty, yet I am unable to build a military unit because 'the spawn site is full' even though the GUI is clearly indicating the 2 garrisons are spawn sites.
What am I not understanding here please?
 
Okay, so things have now changed since the latest patch.
Is it supposed to be possible to queue up say 4 units in a city, end the turn & next turn all 4 units have been trained at once.
I don't know if this is meant to happen but I can reproduce this every turn if I want to - makes huge armies

It was always like that, seems intended.
 
With sufficient population, production, and space, a city should be able to produce one army per turn. It sounds like in your original post your army was on the main plaza, so there was no room to train more units. There should be an icon like a grey sword on your garrisons. Clicking that will change the spawn point, so you can leave one army in place and train another one elsewhere in the city. Hope that clears things up!
