Mining question

If you dont pack your cities in close enough (I usually play OCC because of limited time) to use all the tiles in the fat cross do you mine all your hill tiles everywhere else inside your cultural boundaries to try and pop new resources or does a tile actually have to be worked to pop new resources?

The mine must be worked to have the chance, so there is no benefit in mining hills outside city borders (except they already contain a ressource).

Most resources are placed on map before game starts. Just go into World Builder on turn one and you will see where all the resources are even the ones that only show up after you learn a tech. As for the spawning ones they are real rare, some games I never see any some I get one, I think 'planing' your civ around such rare spawns is a bad idea
 
now wouldnt using world builder be cheating? I also dont strategize around one popping up, I just wanted to try and maximize my chances of one popping - but I see now that wont happen ;)

Yep it is cheating 100% and I was not saying to do it in game just pointing out that is how I know they are placed before the game starts, becuase I have gone into the World Builder and messed around with it when I was in the mood for sillyness, like giving myslef 4 or 5 tanks to start a game so I could win in the first few turns :) It was at those times that I noticed what was placed at games start.
 
OK, cool - I am picturing cave men driving tanks in my head for some reason waving clubs out of the top :)

LOL yea that is a funny image they would probably do more damge to their own village. :lol:
