Minor annoyance: enemy move fiollowing

The camera seems to track enemy moves whether I check that option or not. Not being able to turn it off is better than not being able to turn it on, but a real choice would be nice.

It may just be showing movements on terrain/cities where your civ has an omniscience due to your civ being the founder and follower of the religion practiced in the rival city.
