I had a few questions about CIV3 that I was hoping you could help me with.

1. I used a leader to rush a wonder. I'm not sure, but I didn't think it used any money from my treasury. Can someone confirm that rushing a wonder doesn't use money (only a leader)?

2. I know that the probability of getting a leader 1 in 16. This improves to 1 in 12 with the Epic Story. Does anyone know how these numbers change for a militaristic civ?

3. After defeating 2 other civs, I was alone on a large island. I could trade luxeries with other civs (via harbor), had an embasy, and had the intelligence agency (and could conduct spy missions). But I could never get the option for alliances or rights of passage. I believe it should have been located on the trade menu (agreements/maps/luxeries/techs/gold/cities) but it never appeared. I thought that there was something to do with the fact I was on an island. Can anyone offer an explanation? I don't think they all hated me.

4. Battleships can only attack once per turn? How odd. Are there any units that can attack multiple times?

2. I don't know about that
3. Mutual protection pacts need a tech to be available, I dont'know whch. The other agreements (Military alliance, embargos and Right of passage work in similar ways
4. All units can bombard/attack only once per turn. However, some units, like tanks and modern armors, can attack multiple times. Those that can attack multiple times have that info in the civilopedia
 
3) I think the tech is "Nationalism" in the Industrial Age. It also allows Drafting and I think Mobilization

I have another question. I have been playing on random maps with random civs, but there appears to be some unusual non-random civilization starting locations. Played as Greeks - shared continent with Romans. Played as Chinese (twice) - shared island with Japanese both times. Played as Iriquois and bordered Aztecs and Amercians. Well, you get the point....
Is this what typically happens? Is there any way to get true random civ starting locations?
