Missing MPP possibility

I was fighting the English and i tried to get the zulus on my side before the british could get em' on they're side...
...But there was no option of MPP's or MA's...
...1 turn later there is a note that the british have signed a MPP with the Zulus, and they started a war with me...

It is not a question about techs, since we all were in the modern age with all tech's sofar researched...

I'd say you don't have an embassy with the zulus.

im quite sure i had embassy...

I started embassies with all i knew when i got the prereq.
and i definetly knew the zulus... ...they were on my continent...

there used to be a bug (way back when 1.16) when a civ lost is't capital your embassy with them was shot, but the icon still displayed. Try Ctrl-e and see if you establich a new one.
