Go to the Mods menu than to the Browse Mods menu. There should be something saying Online or Internet above the mods list. I couldn't find it myself at first.

When you go into your mod browser now, there is a button at the bottom called 'Get Mods'. Clicking it takes you to the Steam Workshop to download mods, or rather subscribe to the mods in the Workshop because I don't think you actually download them anymore.
