MOD: Changes to Leader Civic Preferences

regarding Peter, Serfdom seems to me the one most closely resembling his despotic personality ( slavery wouldn't fit IMHO ) , more than vassalage (dividing powers between other people) .

Serfdom might be good, but I have Catherine with that preference, so both Russian leaders would be the same in that aspect. I chose vassalage not because of the "dividing up territory for vassals to rule" aspect, but because of the "delegate aristocrats as obligated to work for the state, setting up a strict heirarchy, and using that to provide the country with troops" aspect.

Is that agreeable?
 
Just to be a devils advocate ,

If police state ~ a totalitarian state

then peter fits the mould (at least partially)

Founding a new city (for very ideological reasons) and forcing everything elsewhere to be built in wood so St Petersburg could use all the stone,

Completely systematising aristocratic-society (bearocracy is often found in a police state)

Dubious shenanigans and scheming and backstabbing invovled in his rise to the throne

A psychopath according to some reports

A reign of continous war a very little consultation representation or freedom

Your reasons are why I classified him as Despot initially. To me, you are describing Despot.

Police State involves a Gestapo/KGB-like oppressive secret police, according to my understanding.

Have a look in the Civilopedia for what Firaxis thinks the difference between the two is.

I'm not really sure Genghis Khan should be Police State either. I would classify him as Despot as well, if it weren't for the fact that everyone is opposed to giving leaders preference to starting civics.
