Mod for AI settling far away from capital?

Playing Huge Earth map with TSL and Historical Spawn dates along with ironman turn time.

For whatever reason, the AI civs seem to want settle 40 hexs away from the capital rather then pick a very useful spot 5 hexes away from the capital. Is there a mod that creates a maximum city distance or maybe one that limits settling to only areas where your culture is covering?
 
Is the site selected for the AI's 2nd city coded in the TSL mod?

Sorry, so are you saying the AI's 2nd city location IS hard-coded? Isn't that therefore the answer to your OP?

I believe TC wants the AI to settle close to their Capital. In one of the patches, they changed the AI criteria for settling so that they would try to colonize islands and whatnot. I'm sure there's a way to either modify or remove it; I can't remember exactly what it's called though. I'm pretty sure the value they changed it to was 5000, not that I have any idea what that means. Sorry I couldn't be more helpful.
 
I'm trying now to re-discover where I thought I saw this in the XML, but with no luck.

I know there are some XML entries related to calculating the value of a potential settling site; loosening those parameters could at least mitigate the likelihood that an AI starts wandering.

AIGlobalDefines.xml (or some such) AI_STRATEGY_MINIMUM_SETTLE_FERTILITY it was upped from 5000 to 20000 in BNW in an attempt to stop the AI from settling "poor" islands and/or in the middle of ice-fields
 
I changed it to 5000 in DLC expansion 2's AI but it seemed to make it worse. Persia settled a city very far away as did China. It makes 0 since considering the area around them is perfectly fine.
 
Just had egypt settle its capital in Africa (like its suppose to) and then settle a city in China. Lol, ridiculous.

so does the number need ot go up or down ?

yah the AI ability to settle city so far away from the capital is just insane.

in my games I have computers trying to put there settlers on huge maps across the whole map just to try to place them some place instead of next to there capital.
 
They need to settle closer. There needs to be a penalty for settling that far away. Idk if that would change the ais settling pattern tho
 
This is literally driving me insane. I've looked all day to find a fix and went through the code but nothing has made a difference.

I'm starting to wonder if the ai scouts these areas out before hand or if they just send their settler out to find a spot to settle and evebrutally pick the one across the map.
