Okay so here's the idea:
Every Building gets an 'extension' option which is unlocked by building the standard building (or it's UB replacement). This will be a less efficient use of hammers than the standard ones, but will allow you to get extra yields of a certain type and potentially extra specialist slots. Not sure if these should just be more buildings or maybe projects.
This would mean there is too much to build to build everything so you'd have to specialise cities more, rather than just build everything everywhere as people complain is the case.
Also may give the AIs on high difficulties something to do with their hammers rather than just build infinite units.
