So, I don't get it. Are you looking for ingenuity and great ideas, or a selling point for Civ4?

I think people will make mods for the thrill of creating (as in any art), but the mod they choose will be either for making something they want, making something that challenges them, or both. But, even those just looking for a challenge will have some personal decision in picking their project.

I'm all about researching the limits of a domain. Just because I don't want be the one who does it doesn't mean I think it's a bad idea. Likewise, by declaring it something I don't want to do due to the challenge of it doesn't make all mods that aren't as ambitious bad, nor the people constructing those mods unambitious. Rather, applaud them for doing something they're interested in, which will most likely result in a better product in the end.
 
A turn based RPG is conceivable. I saw an interesting free game online called "The Battle for Wesnoth" that's actually a decent amount of fun. That's part of the challenge of modding, you might be able to make an interesting game that plays almost completely differently.

I play Wesnoth and love it greatly. Civ could not really be capable of doing what Wesnoth does, at lest not as well as it does. Wesnoth isn't an RPG in any case, it's a turn-based strategy game. Even if someone comes up with something close, it's still using the existing game engines strategy elements, not turning it into something different.
