What are the best mods to use for this game? And where can one locate said mods?

"Best" differs for everyone. Are you looking for different civs and leaders? UI changes? Gameplay changes? Maps? Additional units or resources or city states or wonders?

The Steam workshop had a huge collection of all sorts of mods, and you can browse them by popularity or other criteria.
