Mod to remove stack of doom and force one unit per tile?

Hello, I've played and enjoyed civ 3 to 6 (haven't tried 7 yet) and currently returning to civ 3. All of these have aspects that I enjoy. This may be controversial, but is there a mod that forces one unit per tile in civ 3? Also out of curiosity, why is there no "workshop" section in Steam (what I'm using) to manage mods for civ 3?
