[MODCOMP] Resource planter modcomp

Psst: if each tile is only "fertile" for one resource, you could have a "plant resource" command... :)
 
Sure, but what you propose can be achieved much more easily:

make the visibility and the possibility of an improvement order dependent on owning a certain resource. But thats not what I want with this mod. Its not just about "holding resources back for historical reasons". Its about natural spread and choice of the civs.
