Early in the game we face barbarians, mainly warriors and horsemen, who are easy to kill, but can irritate you. Barbarians will never be eliminated, they just spawn at random when there is a neutral territory on the map.
There was one game where I played till the modern ages, where I use Modern Armour to attack barbarian camps and these camps had warriors in them.
What I am suggesting is that "Modern Barbarians" be developed for the game. Perhaps we could have modern barbarians as terrorists gurellias or something... any comments?
