Modify Unit Strength Impact from Lack of Resource?

I've modified my game to make many units more dependent on resources for maintenance (rather than just building them and letting them be free after that), but noticed that the impact of running out of a resource is minimal in some cases. For example, I have bombers requiring 20 aluminum to build and 2 oil per turn to run, but when you run out of oil, it was only a damage modifier of -3 or something - hardly noticeable.

Where in the database is this modifier/calculation controlled? I would rather it be -20 or so if you are out of oil for your airplanes. :) I thought it would be in modifierarguments but couldn't find anything.
 
Yeah I did a look through the database yesterday on this issue and other than the Global Parameter @Laurana Kanan mentioned I found nothing exposed to modding wrt to the "per" effect of not having sufficient resources to maintain the current crop of units.

Then went to bed and forgot all about getting back on the issue.
