I've modified my game to make many units more dependent on resources for maintenance (rather than just building them and letting them be free after that), but noticed that the impact of running out of a resource is minimal in some cases. For example, I have bombers requiring 20 aluminum to build and 2 oil per turn to run, but when you run out of oil, it was only a damage modifier of -3 or something - hardly noticeable.
Where in the database is this modifier/calculation controlled? I would rather it be -20 or so if you are out of oil for your airplanes. I thought it would be in modifierarguments but couldn't find anything.
