Mods don't appear in mod screen

I recently bought Gods and Kings, and while I was able to play with mods with no problems in vanilla, I can't even get mods to appear in Gods and Kings. When I subscribe to a mod in the workshop, it never even appears in the MODS folder, and when I manually install mods to the MODS folder, they still don't appear in game. I've tried reinstalling, restarting steam, unsubscribing and resubscribing, restarting my computer, and clearing the cache. So far nothing's fixed it, I'm out of ideas, and Google's not helping me. Is there anyway to fix this?

EDIT: Another reinstall fixed it. Not sure why it didn't work the first three times, but it's working now.

I looked over it and tried every solution I could find, but I'm still not having any luck with it I'm afraid. It might also be worth mentioning that the options button on the mod screen doesn't do anything when I click it, but I'm not sure it that's how it's intended to work with no mods on the screen.

I am getting this same bug... I tried all the mentioned above and even verified game data. No mods are showing up on the list.
