This is second version (not the final still) of ModS. First version was released only a day ago and had only 6 downloads, but I found few faults myself, not it is changed and added a bit.

v0.6 has these changes:

Added government:
Civil War -- example: Sierra Leone; this is very near anarchy. Actually, it means you organised a war between riches and poors, blacks and whites, etc. in your country. Actually, you still rule everything, but people things you don't and are fighting for government and supporting their leaders, which you control both. What is good and what is bad? Well, people likes to fight because they wants to rule country, so, you may draft as much as ten persons each turn. Also, all units are free (20 per city actually) and you have elite spies. Think this is unbalaced? No. You can't have more than 50% budget directed for science or entertainment (people are fighting, not so much researchers remains and they don't wants entertainment), your workers works only in 50% rate (like in anarchy), because factories are destroyed, you have a resource penality like in despotism, because infrastructure is lost and resources, while being transported, could be also destroyed. Also, corruption is catastrophic.

Tweaked Cruise Missles again. Now it is so: range lowered (since v0.5) to 4 and cruise missles can't move anymore, but they can be rebased like planes (which makes them more realistic). It is possible to rebase them in ships, but you still can't launch them. In other versions I will try to change that.

v0.5 had those changes since the normal game:

Added governments:
Nationalism -- example: Germany in WW2; very good for war (four drafts and mil. police, but has few drawbecks. The major would be that there is 0% chance that any other civ person in one of coquered cities will become yours (outsiders aren't integrated in culture and are being hated by your citizens). Thus, you will have to make "genocide" by cutting food sources or precition bombing conquered cities. Gov Appears after researched Nationalism.
Fundamentalism -- example: Taliban; very disbalanced gov, which have the same amount of good things and drawbacks. First good thing would be 6-8-10 free units per town-city-metropolis. Others would be many drafts and mil. police. But this is where good things ends. This government has conscript diplomats, limited research (no more than 90% per turn), etc.

Changed planes:
Bombers cannot take-off from carriers a they can't in real life, but has increased range and bombs strenght. Stealth bombers has reduced cost and reduced lenght (actually, B-2 has much less lenght than B-52) and strenght.

Changed concept of specialist citizens:
No tax collectors before researching currency, no scientists until philosophy and no entertainers until writing.

Iraquiens now had favorite government Fundamentalism, Germany -- Nationalism.

Amount of "optimal number of cities (corruption)" increased by double in all maps.

Police now reduces corruption (only actual if you have unpatched game).

Increased cruise missle bombard range, so, they are now useful.

To install, write the file over civ3mod file. Do not forget to make a copy of civ3mod or you will have to reinstall the game if you'll don't like my mod!

Plz post your comments. This is not final version, I have much plans about what to include, so, your comments will be useful.

Also, plz write how to include your articles into civilopedia, cause I want to include articles about two new govts. Also, how to change pictures in civilopedia?

BTW: for everyone, who would like to post suggestions: this mod is mainly about realism and balancing what is unbalanced. So, offer what you think is realistic and wasn't added in game. Also, you may say what is disbalanced and you would like to see that balanced. Plz don't offer me new units/buildings/wonders. If I will want to make those, I shall make new mod :) .
 
Plz, vote on poll in main creation&costumization forum about cruise missles, I want to know what to do with them.
 
Yeah, but that was a very rare occasion, and most bombers do not take off from carriers.
