Both do OK when I play. Cathy rexes fast and effectively with her traits. She's also the ultimate backstabber, as bad as the human player. If she had a higher UnitProb she'd be impossible.
Victoria is a good leader. She has two good traits, both of which the AI can use relatively effectively. She's more willing to tech trade than some which helps her to advance quickly.
