Morale promotion

Not sure if this is a bug or not, but the Morale promotion (from the Heroic Epic national wonder) doesn't get applied to aircraft. Not sure if it shows up on naval units.

Also, I think the 20% bonus is too much. It is very powerful on units like tanks and siege units, that have a high base strength but are balanced by a -% penalty.
With morale, knights are good at attacking cities, and siege units can blast away even at land units (ignoring terrain promotions, 20% morale boost on siege units vs units is effectively a 40% boost, because they go from 50% base strength to 70% base strength).
I would drop it to 10% or 15%, but let it apply to aircraft and ships.

I've seen it on naval units at least. Aircraft I'm not sure yet.

The vanilla game specifically omits aircraft from the Morale promotion. The only reason I can think of is it might not affect aircraft-style attacks. I don't know why else they'd leave out aircraft. It's easy to change and experiment with. I've put it on my todo list.
