It's not per pact, it's from having at least one pact.I see potential balance issues with this. With a tradition tall game, ToA, HG and, say, 2-3 Pacts, your cities could grow ridiculously big. But you know, anything to get people to use Pacts for a change, the danger of them backfiring can kill your entire game if you're not prepared to fight against half the map
