More Civs in one game

I just got conquests and i would love to play with all civs in a game. Is there a way to change the rules so more than 16 civs can be in the game at one time?

use the map editor

More specifically open up the editor, (it's not just a map editor), then go to World Sizes. You can have up to 32 civs in the game, including Barbarians. Keep in mind that the more civs you have, the slower your game will become.
