Firstly, this is a request or idea for someone else to run with. No promises this idea is balanced as is, but I'd love to see something along these lines.

In general:
Effects that cause a city to always be 100% loyal instead provide +25 loyalty per turn (Statue of Liberty, Phoenicia, not sure if there are more)
City States' inherent +20 loyalty per turn increased to +25. Spies should be able to counter this somehow, at least make Foment Unrest available.
If your culture is dominant over an opposing civ, increase your loyalty pressure from citizens against their cities by 20%.
Probably a nerf to Eleanor. I'm not sure if her great work pressure can be changed to 0.5 each, or made diminish with distance? The category it's in sure looks like an integer. Something like that would make sense to me though.
Policies:
A (diplomatic?) policy which makes broadcast centers and great works of music exert -1 loyalty per turn on opposing cities within 9 tiles.
A (diplomatic?) policy which adds your cities' loyalty bonus from amenities to their outgoing loyalty pressure.

That's most of what I've got so far. No clue whether that's balanced, but hopefully something along those lines would allow other civs to engage in more loyalty warfare, while still allowing it to be Eleanor's forte.
