I think this is a great idea that needs to be expanded. A lot of famous mercenary units can fill the bill. I will provide my most wanted, and you are welcome to do the same in the same thread.
Sherden (this is based on the Sherden guard of Ramesses II, he formed a mercenary guard out of the defeated Sea People in Egypt)
Kares (the Carians were mercenaries most famously in Egypt, they were called brazen men and were armoured like archaic hoplites just like the Ionians, although the unit might seem similar in appearance to the classical Greek Hoplite, bronze bell cuirasses, Boeotian shields and Illyrian or proto-Corinthian helmets will differentiate it enough)
Balearic Slinger (this unit has a chance to appear in an ancient Iberian civilization, but in case it doesn't it can appear as a suzerain bonus unit from city-states, Romans and Carthaginians famously used it)
Rhodian Slinger (famous slingers widely used in the Greco-Roman world)
Cretan Archer (famous archers widely used in the Greco-Roman world)
Agrianes (elite peltasts from Paeonia used by Alexander, but I'm still hoping for the inclusion of Thrace with the Peltast as a Unique Military Unit, be it mounted or not)
Tarentine Hippeus (famous light cavalry with a way of fighting that was widely adopted in the Hellenistic world)
Thessalian Hippeus (famous heavy cavalry widely renowned in the Greco-Roman world, Alexander had them with him in his campaigns where they managed to hold the Persian heavy cavalry long enough for Alexander to perform his decisive flanking attacks)
War Elephant (this will be based on the war elephant designed by Alexander and used by Epirus, the Ptolemaic Kingdom and the Seleucid Empire during the Hellenistic period, Carthage won't probably get a war elephant unit this time and the Seleucid Empire almost certainly won't be a civilization, so I can see it as a suzerain bonus unit from city-states)
Helepolis (a colossal Greek siege tower with bolt throwers and catapults that was protected by fire, famously used in the siege of Tyre by Alexander and by Demetrius I Poliorcetes in Rhodes)
Varangian Guard (I believe that if the Tagma and Dromon are given to Byzantium, then the Varangian Guard can appear as a suzerain bonus unit from city-states mimicking its mercenary origin and multinational composition faithfully, that way Byzantine enjoyers will also get all three units)
Templar Knight (Outremer is an amazing choice for a civilization, but in the case that never happens, the Templar can be given from a city-state, most accurately from Jerusalem, Tripoli, Edessa, or Antioch)
Landsknecht or Teutonic Knight (I believe the Holy Roman Empire has a good chance to appear as a civilization, so both units might come with it, but if the civilization has a unique civilian unit, then one of the two can appear as a suzerain bonus unit from a city-state)
Shinobi (ninja were hired as mercenaries, I can see this unit being unseeable to non-adjacent units, its inclusion as a suzerain bonus unit will open the way for Feudal Japan to have both the Samurai and the Daimyo as a Unique Military Unit and a Unique Civilian Unit respectively)
