Illians, cultural. All three cities are uninhabitable tourist destinations(frozen with no ocean). Monarch difficulty. Because Elohim Ashen-Veil is too easy.
First legendary: The City of Whiterock. Original first city.
Second legendary: Kalocy/Ice-Deer/Mystia. Barbarian city captured and frozen over. The terrain could not support a city size of 2 if it wasn't Illian. Will grow to 15 next turn(it was attacked a lot.). Increase radius, but still completely frozen.
Third Legendary: Cirno. Capitol.
Honorable mention: The City of Calm Fish. Heron throne. Avoided legendary because of ocean.
