Here's an interesting question for everyone. I know there are polls on what govt does which best, but I was curious: What does everyone think is the most flexible government? Eg: One that can switch from a military focus to an ecenomic or scientific one, and back, etc.

Got an opinion? Lets hear it! :)
 
Republic, easy. High commerce, lower corruption, can handle WW (especially well with US & Police Stations)...lots of good things going for it.
 
Who said democracy? You can't do anything in democracy.

In Republic you get the commerce boost and you can still slaughter your neighbours.
 
agreed. havnt been much of a republic player, mainly going monarchy -> communism/democracy. but in my most recent game ive really learnt to love it. as long as your not all out waring its fine for WW. commerce is high, reasonable curruption. sall good
 
I vote Communism. I used to be an avid Republic player, but now in Conquests, which I play now, Luxuries are more scarce, so it’s harder (and more expensive) to keep your people happy and build a sizable military in a Republic which negates the commerce aspect of the Republic.

In Communism, I can build more efficiently in outlying cities, which can increase culture. I can keep my borders secure with a larger military support. I can warmonger if I choose. I think Communism is the most flexible.
 
I picked Fascism.

Your workers are at 200%.. no war weariness.. lots of unit support. I don't need to bother with research, as I can beat it out of my worthless enemies or steal it from them... it is my right after all :)
 
I never use facism, but doesn't it have the same corruption as republic, no war weariness, higher unit support, and more powerful workers?

The only downsides have to do with the initial pop loss when switching, pop rushing (which can help during wartime), and gaining culture with captured cities.

Communism seems to have higher total corruption, since research always seems to take more turns, but this shouldn't be the case in facism. I didn't vote, since I am ignorant.

If your way of getting techs is to beat them out of Ai's then it isn't a flexible government because you can't make techs that way during peace. And to be flexible is has to be good both during war and peace.

You forgot to mention that you don't get commerce bonus. That's what makes republic great.
 
Democracy is the most flexible! Higher production, higher commerce = build units faster, buy them without losing population if you need to rush, more unit support with all that money, and more luxury to combat WW. Add Sufferage and Police, and you're good to go (if the war doesn't last centuries). War ends, and you can go back to your normal economy with superhigh cash flow and science development.

Seriously, what good is pop rushing? In a city of 12 ppl you can't even rush a tank cause it costs too much. But in democracy you can spend a few hundreds or thousands GP and get your tank, and your money replenishes on the next turn. No need to wait till your tank is only 3-4 turns away from completion before killing half your city's population to get it done faster, which in turn slows down future builds of that tank, reduces your overall income and science, increases unhappiness, etc.

But seriously, it has to be Republic. Others may be great for specific situations, but republic is the defualt.
 
My vote goes for Republic, but it depends on the situation. If you have a small/medium sized empire, or don't own your whole continent then it is probably the best all around. But if you have a much larger empire then Communism is your choice. The total loss in corruption alone more than makes up for the commerce bonus in Republic. So you can still research just about as fast as republic, and be in a World War all at the same time.

Communism is the best all-around for large empires.
Republic is the best all-around for small nations.

And I'm usually a "large empire" by the time Communism comes around, so I voted Communism.
 
Republic without a shadow of a doubt. You can make war(as long as you don't go overboard), it's great for peace, it's great for small empires, and pretty good for the big ones as well.

There's no government that's even close to being as flexible as Republic, better maybe but not more flexible.

In Vanilla/PTW, there just about never was any reason not to be in Republic if it was available. Long periods of peace in the Industrial/Modern being about the only exception. Very long periods.

In C3C, it's still the most flexible, but Commieness is well better in certain situations (big empires and big wars).
 
It republic.
Other governments can be better in certain situations but if you take overal performance for all different possible situations then nothing can beat republic.
