Republic is good, but y'all are wrong. It is not the most flexible goverment, which is the question. It is not good if you have large armies, and are at war. It's quite bad in this situation. Hence, not flexible.

In Monarchy, you don't have any restrictions regarding how you choose to play the game. No War Weariness, No Production/Commerce restrictions, you can rush things regardless of population size, there is good unit support.
Can't go wrong with Monarchy :)
 
This should really be in the Conquest forum I think. But Republic is the most flexible but not as much in Conquest because in wartime with a lot of units that 2 gpt really starts to hurt.
 
Once in Monarchy, I NEVER I mean NEVER!! I rarely go in Democracy, republic, communism, and all the others. But I am making a mod for a government whice is right between monarchy and democracy...:D
 
No govt is the best for everything, but if you ask "most flexible" I would say Democracy.

I find it's more difficult to make 4-turn research in Fascism/Communism than to engage an important war on Democracy.
 
Monarchy. As others have said, you can have a huge army if you want, or a tiny army. You get to use 3 units as MP, so less luxury tax is needed. War is never a problem, as you don't suffer from WW. Corruption and waste are the same as Republic, which is reasonably low. Cash rushing is good, as you don't suffer from the pop loss and unhappiness with pop rushing. The one and only downside is that it doesn't have the gold bonus of Republic. However, you can't easily support a large army in a Republic, and WW does become an issue after a while. I had a game where I was paying 700gpt for unit support in Republic, and had to have the luxury slider at 50% to keep my populace happy (80 turn war in Republic). I couldn't revolt, because it was neck and neck, and I needed tanks rolling off the line every turn. Monarchy would've been a far better government there, because I could've kept the luxury slider at 10%, and would've only paid about 200gpt for unit support. I ended up winning that war, but it would've been far easier in Monarchy.

I love Republic, but Monarchy IS the most flexible.
 
Slightly off topic: I noticed nobody voted for feudalism. Is there any situation in whiich you would want to use it?

Not much of practical use otherwise
 
Republic is the "Jeep" of all Gov's, good return on commerce and with enough luxeries and happiness buildings you can wage war throughout the game and never get enough WW to make your cities shrink from not enough food.

Oh, I always thought republic had nuisance corruption/waste while monarchy had problematic corruption/waste.

It does. The difference between the two is almost negligible, however, unlike Despotism - Monarchy or Republic/Fascism - Democracy, which are both significant gaps.
 
I voted Monarchy.

Its very average, and I think that makes it flexible in the sense it has potential to be of average quality at all aspects of government(except 1 where it shines). And if its never worse than average at anything, it must be very flexible because it doesnt have any detrimental attributes, regardless of your current requirement. I dont think any of the other governments can occupy the middle ground accross trhe board without any 'bad' aspects at all.

Add in the trump card of being able to go to war when you want, and critically - for as long as you want, withough the slightest risk of any WW whatsoever, and I think it pips Republic at the post in terms of flexability.

Yes, if you are the Dutch in the WWII Pacific scenario :lol:

Seriously, if you build lots of small cities and keep them small then feudalism is for you. This is only a viable strategy for a religious civ, IMHO, so that once those cities start to get bigger than 6 you can switch out with very little penalty. The only possible problem using this strategy would be the WW, but in such small cities (what Civ calls 'towns') you are unlikely to see any WW anyways.

I voted Republic, btw. If you are so worried about armies being too large, then turn those captured cities into tax collectors and make them pay for your armies. It's their fault that you are at war anyways :crazyeye:

As for the question of the difference in the corruption levels: Republic (and Fascism) supports a larger empire better than Monarchy. The calculations for corruption only see a difference between Republic and Monarchy when you go past the OCN, where Republic is better.
 
I like Communism, just because it makes me happy when i'm crushing everything in my path. BETTER RED THAN DEAD.
 
You are all wrong. The most flexible government is Imperialism from the Rise of Rome Conquest. Tell me any other government just as good. Minimal corruption, paid labor, 150% work, no war weariness!! Best government ever!

do you get military police or have to pay upkeep for many units?
