Actually, an official Europa plan (i don't dare to say "European") is to give more autonomy to theirs parts (as Bretagne in France), and even to give some independance.
This idea is from Germany.

But that's because Germany is already defined along ethno-linguistic lines, while countries like Britain and France are not, or at least not the same extent. Germany formed on a current of ethnic nationalism, and it's few signficant non-German enclaves were removed from it following the two world wars, while Britain, France, Spain, etc. still hold those enclaves which they obtained centuries ago. The reason that Germany will not loose the equivalent of Brittany or Scotland is that it no longer has such an area to lose, or at least none that have particularly significant interest in self-governance. About the most you could expect is the transfer of certain areas of Schleswig-Holstein to Denmark, and even that doesn't seem likely.
