(Wrote this yesterday then hit the "Back" button, but may as well post it. Also due to the factor I mentioned about Forges and IND, which Pedro also basically says above).
Not sure if any are particularly overrated these days. The best ones are fairly obvious, and I don't have the impression people think they are absurdly strong.
I don't like Spiritual all that much. I mean, it's nice to have anarchy-free civic changes and such, but it's not much of a boost really. Maybe I use it wrong. Industrious can be very strong, and there are actually games where I rate half-cost Forges as the strongest part of the trait. In general (in games) I prefer passive traits, because it means you can just keep plugging away and you still get the benefits. Sure, you get more benefits early on by putting river cottages everywhere, but that extra commerce will always be there. Not like Philosophical or Spiritual or something, where you have to actively pursue it to some extent.
