I had this problem when I first installed Civ V right after release: the mouse cursor freezes every few seconds, so the game becomes essentially unplayable. None of my other programs or games exhibit this behavior.
I don't recall what I did to fix this before... I recall updating my nVidia drivers, but I don't remember if that fixed it. I recently updated my nVidia driver to 285.58, so I tried reverting it to 275.33, but that didn't fix the problem.
Prior to this problem I had the bug where the program hangs after clicking OK at the opening screen -- I did the "Verify Cache" fix. I doubt the two problems are related.
The only other change to my system since the last time I played is that I'm now using a wireless network adapter instead of the built-in jack. But that wasn't the case when I first installed the game and had this same problem.
