mouse cursor hidden under menu

Civ runs perfectly on my desktop, but on my laptop the mouse cursor is hidden underneath the city management menu. The city management menu still "works", but it is extremely annoying. I found a thread on another forum with screenshots that explains my problem perfectly.

Does anybody know what's causing this problem and how to fix it? I'm using a powerful laptop well above the recommended specs, so that's not a problem. I'm also using Windows 7 and have all computer and game software updated. Thanks.

It worked during one patch last spring, and then the patch "fix" took it away. I have never updated my graphics drivers, so that may be the issue, but I understand clearly since it annoys me also.

My graphics driver is up to date, so I don't know what could be causing the problem. Maybe there is just a slight incompatibility between the game and my graphics card. Regardless, the graphics card manufacturer and/or firaxis should be fixing these things. I feel like a simple mod could probably fix the problem.
