Movement points in the editor

Is there a way to set movement points in the editor, so units don't walk on a tile? Or that it at least takes more than one turn to walk over a tile?

I'm trying to figure out this because I'm making a map...and I want movement in some areas to be blocked or so at least movements will cost a lot. The map I'm working on won't work without these preconditions, so if it's impossible I'm stuffed.

I tried to set movement on mountains to 20, but the units happily climbs on with one step a turn...so if anyone have a clue how to do this (if it is possible) I would much appreciate to know.

I think that units can always move at least one space as long as they have some movement points left..., even a fraction of a movement point.

One possible alternative is to give the ground units in questions the Wheeled trait using the editor. This should make it so they won't be able to enter mountain tiles, though it also means they won't be able to cross rivers except at bridges.

Any unit with the "wheeled ability" in the editor cant go in mountains or jungle. You might want to make that setting for units in your scenario.
 
You'd have to make sure to have Workers are wheeled, or they could just go into the mountains/jungle and build a road. The road would act like a bridge and allow wheeled units to pass.

You could just make a maze through mountains or jungle, forcing your wheeled units to take a long, indirect route to get through the hard-to-pass area. You could do this with a terrain type you set to have a very high movement cost so the unit will move one square a turn, no matter its movement rate.
