I've made a Multi-Civ Midevil Miniworld map (try saying that 5 times fast) heres the specs:
All Civilizations are playable

Requires to play: Rhyes of Expansion Mod and Civilization 3 Conquests

Civilizations,Cities
4 Cities
America & China.
3 Cities
Russia, Japan,& Zululand.
2 Cities
England ,France ,Arabia ,Egypt ,Eithiopia ,Carthage ,Persia ,India ,Korea , Mongolia, Iroqois, Spain,& Inca.
City-States
Germany, Austria, France, Aztecs, Maya, Scandanavia, Rome, Greece, Ottomans,& Israel.

Governments
DepotismIroqois, Zululand, India, Aztecs, Mongolia, Carthage, Eithiopia, Inca,& Maya
Theocratic Monarchy China, Arabia, Egypt, Russia, Persia, England, Scandanavia, Ottomans, Korea,& Israel
Oligarchic Republic America & Greece
Feudal Monarchy Rome, Germany, Japan, France, Spain,& Austria

The same idea applies on mercinaries. Every UU needs a specific resourse from it's native land. So if your Germany and you conquer England you can Build Longbowman & Man-o-Wars. This is also so that Wonders like the Hoover Dam can only be built in America. Also Mercinaries add +2 Commerce on the tile they inhabit. A side effect of this is your normal upgrade path is obstructed. So if your England and you want to upgrade your Archers to Longbowmen it wont work. Your Archers will upgrade to Crossbowmen.
Archer-> Crossbowman-> Musketman->Rifleman
Longbowman->Rifleman
So you have to build all your Longbowman from scratch.

Resourses
Also when you reserch Industrialization Europe and America get a +1 Sheild and +2 Commerce on every tile without a Resourse. When you research Globalization a resourse called Globalization appears on every tile on the map without a resourse it adds +1 Food,Sheilds,and Commerce.

Units
The Units hitpoints are modded so that it's easier to kill outdated units, and you aren't losing Modern Armour to Spears. Plus Settlers (with Colinization) can Colonize any Marsh or Volcano square. Cities can't be built on Forests, Deserts, Jungle, Tundra, or Mountains.

This isn't using the map from Ryhes of Expansion but it is using the rules. The map is a tinier version of the Earth map. It's "Small" by normal Civ settings.
