A common misconception about Great Leader Scientists is that they don't always (if ever) give you a free tech per se. What they do is give you X amount of research TOWARDS a tech. So say a tech costs 1000 research points, the great leader might give you 800. You still need to go and research the other 200. This confused me at first as well.
