'Must be near a River' flag non-functional?

I'm trying to create a building that can only be built when a city is located near a river. The 'Must be near a River' flag in the editor seems not to work, because when i test the building in the game it can be built in all cities, even cities no where near a river or source of water. has anyone else run into this problem or know how to fix it? thanks.
 
Being near a river actually means a river in the citys radius. That might be what's confusing you.
 
To expand on what has already been said: It only needs to be one side of one tile. Certain terrain overlays such as mountains and jungles will partially or completely cover the river graphic. So there may be a river within the radius without it being visible.
 
oh i see. yes. within city radius was confusing me. i thought it meant that the city itself had to be right next to a river, which apparently is not the case. thanks guys!
 
A quick way to check in-game (at least with standard rules) is to check for the gold bonus on unimproved tiles - means there is an adjacent river. May help you figure out unexpected results without leaving the game to go back into the editor.
