I have the same problem. When I wanted to by Civ 3 Special edition (59.99) the coupon did not work but when I added the strategy guide I suddenly saved 10$.
The same happens if I buy civ 3 (44.99) and the strategy guide, But the reason here is that the coupon only works if you buy for more than 50$ exclusive shipping
. So I'm still going to spend 53,97$ + taxes (which is +12,5% + 25%) on the game. :crazyeyes

mine doesn't work either
I tried to get just CivIII, but it wouldn't happen (it's less than $50, of course), but then I added Europa Universalis II (with separate shipping, which brought the total up to about $90) but it still wouldn't happen. I tried the other coupon but that wouldn't work either. Sometimes it would tell me that I could only use 'one coupon per customer' but there was no noticeable price difference. Other times it wouldn't tell me anything was wrong but there was still no difference in price. Maybe it only works if you're getting a strategy guide? Can anyone shed some light on this?

You probably entered it twice. After you enter it the first time, it will add $10 to your account. There is a check box somewhere on the checkout page that says something like "use this coupon in this order". If you look at the order summary at the upper right hand corner, it should say $10 off.
If this visa coupon code doesn't work, you could use the first coupon code by buying both the Collector's Edition and the Guide.
The coupon codes will only work at amazon.com. It will not work on amazon.co.uk, amazon.com.jp, etc. The second coupon code is only for Visa users.

If it's $10 off of $50 or more, then it should work for the LE alone, right? I can only get it to deduct $10 from the order summary if I add the strategy guide to (either edition of) the game. If I just order the game, the payment info page says I have a $10 credit but it's not applied on the order summary page.
